"It was the deadliest shooting rampage in American history"

How can the 33 dead be the worst massacre in US history? How is a "shooting rampage" different than a "shooting massacre" ? Does a "rampage" entail only one shooter?

Because there are certainly cases where more than 33 people got killed by gunshot.

I suspect that "rampage" in this context means "lone gunman", though I agree with you that that definition is inaccurate. Maybe "rampage" implies "one guy snaps" rather than a planned assault.

From what I've heard, the VA gunman was calm and methodical in shooting the collegiates.

Doesn't sound like much of a rampage to me.
